ENGINEERS SAY "NO".

"it is anticipated that the proposed red-light camera would not reduce collision/injury potential, and would potentially increase collision/injury."

Background : The city claims that the camera program is for safety, not just for money.

Shifty : A camera critic made a posting on the Bellingham Herald blog, with a link to THIS city web page and THIS document which reveal a clearly financial motive for adding ticketing cameras to fill in budget shortfalls. ...Within 24 hours of this whistleblow, the city unlinked the document, and moved the page from where it was for over 2 years.

The FAST program : "Fiscal Alternatives for Stability Taskforce identified city deficit reduction ideas totaling more than $8 million... (with) options for increasing revenue" suggesting to "...Install a limited number of automated citation cameras in school zones with high levels of infractions and top-rated intersections with the most right angle or “t-bone” accidents due to drivers running red lights". This was a pursuit of money, but intended to match the location of accidents.

Public information requests from the city, indicated no studies were done of raw data such as THIS from WSDOT (showing zero fatalities and almost zero red light collisions), to determine the current baseline of collisions and accidents. So how can we measure improvement? The only limited studies done, were to count the number of ticketable, fineable infractions. Income potential was studied, not actual accidents.

THE ENGINEERING REPORT :
Gibson Traffic Consultants is a well respected engineering firm, working in Washington State since 1987. They were hired to do a collision study on an intersection that is planned to have automatic ticketing cameras....

The conclusions match THIS article, in which a DEPARTMENT OF TRANSPORTATION spokeman says the cameras are not proven to help safety.
